Combating illegal employment activities requires careful planning and thoughtful execution. Members of Immigration Task Force have to conduct undercover patrol duties at black spots of illegal workers, disguising as couples in wet markets, hikers in mountains or business persons visiting offices. Arresting illegal workers poses many challenges for the team, but the team always strives to complete their mission professionally and with an emphasis on public service

Success based on team spirit

"Our success comes from the coordination of efforts," said Mr Cho Wai-kei, Immigration Task Force Commander. As part of the management team, he firmly believes in the importance of communicating effectively across the team to motivate team members and listen to their feedback.

After every operation, the team holds evaluations to see how they can improve in the future. Immigration Task Force also regularly convenes workshops to reinforce the team's understanding of ordinances and operations guidelines. Additionally, team members are sent to join the criminal investigation courses organised by the Hong Kong Police Force in order to promote experience sharing between departments.

Professional enforcement services

The number of operations has increased from 9,819 in 2008 to 10,698 in 2010, which requires deep commitment from the team.

"Immigration Task Force's work is very physically demanding. We have to chase and track down suspects and endure long working hours. Our members have a strong drive and proactively explore different ways to combat illegal employment activities," said Mr Au Ka- chun, an Immigration Officer who has served in Immigration Task Force for three years. "It is very rewarding to be able to stop illegal work successfully."

"Illegal worker suspects sometimes act dangerously when they try to avoid being arrested," said Mr Au. "They may, for instance, hide in a large refrigerator, jump out from a window or climb along draining pipes, risking their own lives as well as the lives of others." In planning operations, Immigration Task Force must plan to preserve the safety of the team and the illegal workers.

Immigration Task Force has also developed a publicity campaign that uses news releases, promotional leaflets, talks and videos to publicise the legal implications of unlawful hiring practices.

Immigration Task Force also provides critical assistance to other Immigration Department divisions during crises such as Thailand's political turmoil in April 2010, the Manila hostage situation in August 2010 and the Japan earthquake in March 2011.
