Boosting Hong Kong's business-friendliness using e-Registry

"Why don't you set up a company and turn your hobby into a business? Online incorporation of a company takes less than a day and the company's information is also available for online search instantly!" read the announcement in the advertisement on the Companies Registry's (CR) one-stop electronic company incorporation and business registration service (e-registration service).

The e-registration service has significantly streamlined the company incorporation and business registration process. Applicants can obtain their electronic Certificates of Incorporation and Business Registration Certificates in one go in less than 24 hours, a marked improvement when compared to four working days for paper submissions. Companies can commence their businesses immediately after completing the e-registration process.

Hong Kong's favourable business environment is very attractive to foreign investment. According to the World Bank's "Doing Business 2011 Report", Hong Kong's ranking moved up from the 18th to the 6th in 2010 among 183 economies in the "starting a business" indicator, which ranks economies by the ease and efficiency of starting a business. These results underscore Hong Kong's competitive edge and efficiency in facilitating the commencement of businesses.

Ms Hilda Chang, Deputy Registry Manager of the Companies Registry said, "The e-Registry's onestop electronic company incorporation and business registration service has enhanced Hong Kong's competitiveness. With the e-registration service in place, Hong Kong will aim to further enhance its ranking in the 'starting a business' indicator."

"Providing online services on electronic platforms is a global trend. To move with times, we have launched the e-Registry portal to provide one-stop electronic services," explained Ms Chang. "E-registration service puts Hong Kong on a par with comparable jurisdictions such as the United Kingdom and Singapore in company registration. The e-registration service has also enhanced Hong Kong's competitiveness and attractiveness as a major international business and financial centre," added Ms Chang.

Good news for SMEs

The e-Registry portal provides user-friendly e-registration service including the provision of Model Memoranda and Articles of Association (M&A) which help save cost and time for small and mediumsized enterprises (SMEs) in preparing the M&As.

With a simplified company incorporation procedure, the number of new companies continued to rise from 109,424 in 2009 to 139,530 in 2010, representing a 27.5% increase.

This business facilitation measure has benefited SMEs and has been well received by customers. Most companies found the portal easy to navigate and the online application process simple, quick and hassle-free. The CR is well recognised for its concerted effort and support to SME's business operation and development. For three consecutive years, the CR has been awarded the "Best SME's Partner Award" organised by the Hong Kong Chamber of Small and Medium Business.
