Underpinned by the four cornerstones of "targets", “achievements”,” monitoring” and “communication”, performance pledges aim to engender a customer service culture within the civil service and to improve the standards across the full range of government services.

To date, all departments that provide direct services to the public have promulgated their performance pledges. Many B/Ds which provide services to internal customers have also formulated their pledges with focus on continuous improvement in the quality of service provided.
